The law in Pennsylvania, in plain English

The Pennsylvania Gaming Control Board oversees sports wagering under Act 42 of 2017. Its list of authorized online operators, checked Nov. 6, 2026, has 11 brands, so a Steelers fan in Pittsburgh, Erie or Harrisburg can open DraftKings, FanDuel, BetMGM, bet365, BetRivers, Fanatics or theScore Bet, among others. The minimum age is 21, and nothing in state law keeps Steelers games off a Pennsylvania app.

Federally regulated exchanges sit outside the Gaming Control Board's authority. Novig, Kalshi and Polymarket US all serve Pennsylvania, and no state order against them has been reported. Two House bills would change that relationship: HB 2497 would bring prediction contracts under the Gaming Control Board and tax them, and HB 2711 would hand oversight to the Attorney General with a 21+ floor. Neither has left committee. Pennsylvania is in the Third Circuit, whose ruling for Kalshi in New Jersey's case is now before the U.S. Supreme Court on a petition; Kalshi's response is due Dec. 7.
